Reaching Home: Canada’s Homelessness Strategy

Homelessness has an economic and social impact on every community in Canada. The Government of Canada is committed to helping those who are in need and believes that one person who is homeless is one too many.

In June 2018, the Government of Canada announced bold changes to the federal strategy to prevent and reduce homelessness. Reaching Home, the Government of Canada’s redesigned homelessness strategy, doubles support for communities to address the needs of those experiencing or at-risk of homelessness. It replaced the Homelessness Partnering Strategy and officially launched on April 1, 2019. Reaching Home is designed to support the goals of the National Housing Strategy and puts communities at the forefront of tackling homelessness.

Building on the successful adoption of Housing First as a best practice, the Government will work with communities to develop and deliver data-driven community plans with clear outcomes. Reaching Home also introduces Coordinated Access as a program priority. Adopting a federal focus on this approach was a key recommendation of the Advisory Committee on Homelessness.

The goal of Coordinated Access is to help communities ensure equity of access to appropriate resources, prioritize people most in need of assistance and connect people to appropriate services in a more streamlined way. Communities participating in Reaching Home will work toward four core outcomes including: chronic homelessness in the community is reduced; homelessness in the community is reduced overall and for priority populations (e.g. individuals who identify as Indigenous); new inflows into homelessness are reduced; and returns to homelessness are reduced.

The new outcomes-based approach will give communities greater flexibility to identify, test, and apply innovative solutions and evidence-based practices that achieve results for vulnerable people. This means developing targeted responses for various populations, such as Indigenous people, youth, LGBTQ2S communities, immigrants and refugees, survivors of domestic violence, racialized communities, veterans and people with disabilities.

The shift to Coordinated Access supports an integrated systems-based approach where service providers, local communities and orders of government work together to achieve common goals. With Coordinated Access, communities will gather comprehensive data on their local homeless population. In time, communities will be able to establish baselines against which progress will be measured. Communities will be able to monitor trends at the community level, allowing for the sharing of successes as well as determining where more focus or a change in course is needed.

EMERGENCY HOUSING SERVICES

A safe place to turn when housing becomes uncertain.

Homelessness can happen to anyone. A lost job, a family crisis, or challenges with physical or mental health can quickly push a vulnerable person into a housing emergency. When that happens, Stepping Stones is here.

Operated by Nelson CARES Society, Stepping Stones provides 24/7 emergency shelter for individuals in the Kootenays who have nowhere else to go. Each year, we offer hundreds of people a warm, dry bed, hot meals, and a safe place to regroup.

Many guests stay for only a short time while they stabilize, gather resources, and prepare to return to independent living. Others come back more frequently seeking shelter and support. In every case, our team helps connect people with financial, medical, and housing resources—providing the essentials they need to rebuild their lives.

Stepping Stones is a key part of Nelson CARES Society’s commitment to ending homelessness and expanding access to affordable housing in our community. We are proud to operate this service in partnership with BC Housing.

Stepping Stones is Nelson’s only emergency shelter. It is located at 816 Vernon Street in Nelson, British Columbia.

Housing up to 17 people, in five bunk-style bedrooms, with a stay of up to 30 days. It is a low barrier,harm reduction, safe and supportive environment.

There is staff on site 24 hours a day, seven days a week to support people and make referrals to access social services, find stable housing and employment.

 

Stepping Stones receives community support through out the year.  Local businesses and community groups  work with us to address homeless issues by making generous donations of goods and services

The shelter accepts donations that are clean and in good condition. Acceptable items include include: tents, sleeping bags (not cotton), sleeping mats, coats, boots, and winter clothes. In particular men’s small/medium pants, size 9 and up men’s shoes, socks and single bed comforters and all blankets. The shelter does not accept anything for children.

THE ADVOCACY CENTRE

The Advocacy Centre is a non-profit, community-based organization which provides legal information, education and problem solving for low-income residents of the West Kootenays. We also provide specialized victim assistance to victims of relationship violence, sexual assault and child abuse.

The Advocacy Centre provides advocacy to individuals as well as workshops and presentations on legal issues. It has long been a voice in the community speaking to issues of poverty and discrimination. Our work and the materials we produce focus on topics such as welfare, family law, tenancy, women’s safety and poverty survival. Our advocacy services are free of charge.

Since 1998, the Advocacy Centre has helped educate, train and support Nelson citizens free of charge. Funding comes from the Province of British Columbia, The Law Foundation of BC, Legal Aid BC and the Ministry of Public Safety and Solicitor General.

AFFORDABLE HOUSING

People who are applying for a subsidized unit must meet the housing income limit set by BC Housing. As the demand for affordable housing is high, Nelson CARES Society Affordable Housing assesses each applicant’s need for housing based on criteria which includes the applicant’s income, current living situation and personal and family requirements as compared to other applicants. This ensures that priority is given to households in the greatest need.

If you are applying for a non-subsidized unit, the application process is the same.

Nelson CARES Society DOES NOT use any third party real estate brokers and/or agencies in filling vacancies for available units. Please contact our Affordable Housing Team for support in filling out a BC Housing Application.

WARD STREET PLACE

Single Adults

Affordable living for single adults in Nelson’s downtown. Made up of 39 single residential occupancy (SRO) units, three one-bedroom apartments, and three studio apartments. Washrooms for SRO units are shared with other tenants. Ward Street is self-funded through its rental income, and Nelson CARES Society receives no government subsidy to assist with costs of operation.

CEDAR GROVE ESTATES

Independent Living for Seniors, Persons with Disabilities, and Families

The three-storey apartment building has 22 one-bedroom units for seniors and persons with disabilities; two of the units on the main floor are modified for wheelchair accessibility. Housing is for individuals capable of independent living. There is a large amenity room with tables & chairs, piano, television, DVD player and fully equipped kitchen.
Cedar Grove Estates includes 17 townhomes with 2, 3, and 4 bedrooms for families.

COPPER MOUNTAIN COURT

Room for Families to Grow

This 37-unit family complex has 23 2-bedroom units, in the three-storey apartment building. There are 14 three and four-bedroom townhomes. Two of the apartment units are modified for wheelchair accessibility.

Located on a dead-end street, it borders on Granite Pointe Golf Course and the City of Nelson Skate Park. Copper Mountain Court was completed in 2001 and features underground parking, an elevator, radiant in-floor heat, laundry room and fenced play area for young children. Older children enjoy the bike park and walking trails at nearby Art Gibbons Park. The property is within walking distance of Rosemont Elementary School and Selkirk College.

HALL STREET

Accessibility, Seniors, Families

Forty-one affordable rental homes in downtown Nelson provides housing for low- to moderate-income families and seniors. The new building includes studio, 1, 2, 3-bedroom and accessible units within a four-storey apartment and townhouse complex. Underground parking is available onsite.

LAKESIDE PLACE

Accessibility, Seniors

Lakeside Place, located at 805 Nelson Avenue is a four-storey building with 47 affordable rental apartments for seniors (55 plus) and people with disabilities. This development includes studio, 1 and 2-bedroom, and accessible units,and underground parking is available onsite.

  1. Go to the BC Housing website and fill out the online application, This is the link to apply: https://www.bchousing.org/housing-assistance/rental-housing/subsidized-housing
  2. After clicking the link that brings you to the BC Housing website, scroll down and click the “Housing Registry Apply Online” button.
  3. If you would like to apply to Hall Street Place, Copper Mountain Court, Cedar Grove Estates: select the buildings you would like your application to be added to (this will be one of the steps in the application process.) IMPORTANT:  If you are having trouble selecting the Nelson CARES property that you are interested in, please see this pdf for a workaround while this glitch gets fixed
  4. Once you have submitted your application, there is a declaration form at the end which you must print out, sign, and send to BC Housing via mail, fax, or upload. This step is important as your application will not be active until it is done.
  5. You can opt to print out an application and fill it out by hand instead which can be submitted back to BC Housing via mail, fax, or scanned and uploaded. If you do not have a printer, contact BC Housing to get an application mailed to you.
  6. Once BC Housing has received your application, it takes 10 business days to process. 

You will either: receive a letter confirming that your application has been received and you will be given a file number OR receive a letter detailing that you have missed some information on your form 

*Keep your file number on hand as it will be necessary to update your application. 

When you have an application with BC Housing that is active: 

  • You must contact BC Housing every 6 months in order to keep your application active 
  • You must call BC Housing and alert them of any changes to your application (ie: you have had a child, gotten married, had a change in income, lost your housing, etc)

  • When a unit becomes available for rent, current applications are reviewed for suitability.
  • Applicants are contacted based on priority of their housing need point score.
  • Applicants who are short listed are contacted for an interview and their references are checked.
  • An applicant under consideration is invited to view the available unit.
  • A final decision is made and a date for tenancy is set.

  • All non-program housing units are governed by the Residential Tenancy Act (RTA).
  • Occupancy can begin as soon as the unit is available – rent is prorated.
  • Damage deposit must be paid prior to the start of tenancy. In some suites the tenant is responsible for utilities – in these cases proof of Nelson Hydro and Fortis Gas Accounts must be submitted.
  • For all subsidized units (rent is based on 30% of income) a Tenant Rent Contribution (TRC) is determined by completing the BC Housing Application for Rent Subsidy form.

SERVICES FOR COMMUNITY LIVING

Nelson CARES Society’s vision is for a community that is healthy, inclusive and caring of all its citizens. A community where respect for everyone is an ordinary, and everyday occurrence. For more than 40 years, Nelson CARES Society’s Services for Community Living Program has put that vision into daily practice.

Services for Community Living (SCL) provides support for people with developmental disabilities and complex health care needs with the aim of helping them live their lives to the fullest. Through SCL, Nelson CARES Society provides individual support and assistance for adults in three homes in Nelson. With more than 40 Community Support Workers, SCL focuses on person-centered support for the individuals we serve.

SCL’S strongest asset is our dedicated staff members who provide support thru meals, mobility, and personal care. With personalized service plans, we support the individuals we serve to be active and engaged in the community. Some of our residents have been with SCL for decades and are supported to “age in place”.  Through close personal relationships built over many years, our team members have developed excellent support and care practices for the individuals we serve.

With one home owned by Nelson CARES Society and two by BC Housing, SCL’s licensed facilities are regulated by the Community Care and Assisted Living Act. SCL is funded thru Community Living BC and is accredited thru the Commission on Accreditation of Rehabilitation Facilities (CARF). Staff are members of the Canadian Union of Public Employees BC.

CUSTOM FIT INCLUSION & EMPLOYMENT SERVICES

We believe an inclusive community benefits everyone.  Custom Fit Inclusion & Employment (CFIT) provides person centered supports to promote well-being, inclusion, and belonging for adults with diverse abilities.  This program is funded through Community Living BC.

  • Our Community Inclusion Program supports individuals in their communities to learn, connect, and belong. CFIT offers small group and individualized activities in the areas of life skills enhancement, health, education, volunteering, social and recreation.
  • Our Supported Living/Outreach program supports individuals to grow independent living skills in their homes and communities. Support Workers visit people regularly to coach and assist with domestic life skills such as cooking, cleaning, home maintenance, budgeting, organization, and safety.
  • Our employment program assists job seekers to secure and maintain meaningful employment. Services include job development, job site training, and job supports. The CFIT team uses a process of discovery to identify a job seeker’s skills, abilities, and preferences and then partners with local businesses to determine how to best meet their business needs.

The service provided by Custom Fit Inclusion & Employment is person-centered. In other words your needs and preferences guide any services we offer. Families and support networks are invited to participate during intake and regular review meetings.  Communication with you and your families and support networks is ongoing and encouraged.

Service delivery is determined on an individual basis. It may be ongoing or for a limited period.  It is important to discuss these options with your CLBC Facilitator and the Manager of Custom Fit Employment Services.

There may be a wait-time for referral to receive service.  Once a  referral is made, there may be a 30-day wait period before we can first meet.

Services are referral-based through Community Living British Columbia. The service is free of charge; however, work-related expenses, such as transportation to and from work, are the responsibility of the individual receiving service.

Customized Employment is a system that uses a process of discovery to identify your unique skills and abilities to find the best opportunity for you. We match the talents of the person to a specific job.
